COVID-19: UK split over Portugal quarantine rules

Confusion in the United Kingdom over a quarantine policy. Travellers from Portugal will have to be isolated when arriving in Scotland and Wales, but won't have to do so if entering England. The government had previously said countries with COVID-19 cases higher than 20 per 100,000 people are at risk of being added to the quarantine list. The number of COVID-19 cases in Portugal has risen to 23 per 100,000 people in the past week.
